Joel, I have seen third world "bullet vests" they are called, made of a shirt, with the sleeves stuffed with bricks, and twisted between sections of bricks.
These "life vests" are used to deflect bullets. I have seen them used in more than one sub-Saharan African country by those fortunate enough to still be able to defend themselves, to have not been disarmed by the benevolent graces of colonial corporatists under the aegis of the World Bank and AID officials. I imagine the other side uses them as well, but anyway, I think it is not what you think it is.
I'd truly like to know the origin of this photo, because it sure looks a lot like some of the rebel holdouts using homemade gear as they try to protect themselves and their villages against the oil interests in a couple of African countries. And the oil interests can afford well-armed mercenaries.
But I could be quite mistaken.
