They're as much sheep - if not more so - as most of the rest of us. "We wuz ordered to" would be the public excuse if one was needed.
"Because it's fun", "it's macho", and "we don't care anyway" would be the real, unspoken reason.

Heh... these guys are willing to do the same to confiscate the dreaded and deadly raw milk, cheese and ungraded mangoes.... there is no lower for them to sink.
