Now *there* is some institutional grade irony...I'd love to see some "other folks" provide that kind of documentation.

The rotten police state scum. The purpose is to stop people from having passports and getting out of the little totalitarian hell they are busy creating.
My son Gray is having the same sort of ridiculous runaround with the State department over his passport.
His mother and I were "dropped out - off the screen hippies" when he [and his sister] was/were born and they did not get birth certificates.
Now he wants one and is having to jump through numerous hoops to get it.
[I don't plan on ever leaving so don't need any form of "ear tag" thank you very flipping much]
